EWRI Webinar: Green Infrastructure Site Assessment with New ICPR Water Quality Tools

Please join us for a technical presentation about Green Infrastructure Site Assessment with New ICPR Water Quality Tools at our Luncheon Webinar to be held remotely on August 20, 2020.

Pinellas County has a challenge in identifying effective pollutant load reductions strategies to address TMDL and other water quality regulatory requirements. The project goal was to develop a rating and suitability framework for siting green infrastructure as part of the new green infrastructure program, taking into account where the County owns property or has right-of-way, TMDL priorities, and considering site suitability (soils, water table, etc.). The end result provided a framework and toolset for the County to evaluate water quality benefits and suitability to conceptualize and prioritize future green infrastructure projects.

To identify locations conducive to implementing green infrastructure, the County developed a GIS based screening tool whereby these suitable sites can be easily identified and screened for applicability.

As part of the overall project efforts, a new version of the hydrologic & hydraulic model ICPR4 was updated to include water quality and green infrastructure BMP pollutant load evaluation functionality. This new water quality module of ICPR4 is based on event mean concentrations (EMC) for basin runoff. Constituents are tracked through the drainage network based on mass balances at the nodes.This updated model functionality was used to evaluate water quality benefits and narrow down the list of potential projects based on water quality benefit provided, preliminary projected costs, TMDL priorities, etc.

This presentation will present the background and goals of the project, discuss details of GIS tool development and execution, and introduce the new ICPR model pollutant load functionality.

Mark Ellard, PE, CFM, D.WRE, ENV SP
Mark has nearly 30 years’ experience in the fields of civil and environmental engineering including watershed management plans, stormwater master plans, water quality evaluations, stormwater retrofits, NPDES, and TMDL support. Mark has a degree in Civil Engineering from the Georgia Institute of Technology and a master’s degree in Water Resources Engineering from the University of Central Florida. He is a registered Professional Engineer and Certified Floodplain Manager. He is currently focused on helping his clients successfully plan for and adapt to the challenges of upcoming stormwater regulations, helping them to develop effective and resilient watershed improvement and BMP implementation strategies.
Mike Hardin, PhD, PE, CFM 

 
Dr. Hardin is a graduate from the University of Central Florida (UCF) and is a licensed professional engineer (PE). Prior to joining Geosyntec Consultants, Mike spent the previous nine years as a research associate and lab manager at the UCF Stormwater Management Academy’s Erosion and Sediment Control Field Lab. He has extensive experience researching stormwater BMPs for water quality improvement. He is a primary author of the BMPTRAINS Model, which is used to assess the water quality benefit of stormwater BMPs across the state of Florida. Since arriving at Geosyntec, Dr. Hardin has worked on several projects performing watershed assessments, hydrologic and hydraulic modeling, stormwater quality enhancement designs, stormwater sampling (grab and flow-weighted sampling), optimization of non-structural BMPs for water quality improvement, GIS data analysis, evaluating BMP practices, and water quality modeling.

Pete Singhofen

Pete is the president, founder and owner of Streamline Technologies, Inc., an engineering software development firm located in Winter Springs, Florida. He has been a water resources professional for more than 35 years specializing in distributive physically based integrated modeling of large-scale surface and groundwater systems. Mr. Singhofen’s interests include flood forecasting, water quality, precipitation driven 2D surface flow, flexible triangular computational meshes, integrated 1D/2D surface flow, integrated surface water and groundwater flow, use of open source data for model construction, continuous simulation, impacts of sea level rise on groundwater and surface water systems in coastal areas, wetland hydroperiod assessments, wetland restoration metrics, and holistic modeling approaches.
