Should Food Policy be Part of the Farm Bill?

With rising levels of hunger/ food insecurity, fundamental policy questions must be raised: should food policy be part of the Farm Bill, or would separate initiatives focusing on production, trade and markets, conservation, energy, and food better serve stakeholders?
