Contractors, subcontractors, and material suppliers are often not paid on time, not paid in full, or not paid at all. Banks are less willing to finance construction, jobs are far and fewer between, and a recent Illinois Supreme Court decision has made it even more difficult to get paid when developers run out of money to pay for a job.
