Malfrid Braut-Hegghammer's research explores why some States try, but fail, to acquire nuclear weapons. Autocrats seeking nuclear weapons fail in different ways and to varying degrees - Iraq almost managed it; Libya did not come close. Ms. Braut-Hegghammer will present her findings showing that State capacity played a crucial role in both cases.
