2017 Regional Training offered in four locations: Montgomery, Alabaster, Priceville and Loxley. REGISTER EARLY as some locations have limited spaces available. TOPICS: Dealing with Meeting Disruptions: Keeping your Council out of Court and Off YouTube; The Open Meetings Act; Zoning in Alabama and Annexation and De-annexation of Municipal Property

  • In order to ensure that there are not duplicate registrations, each registrant must use a separate email address. In the event that you do not have a separate email address for each registrant, you can: Create an email address by going to Gmail.com, Yahoo.com, and create a free email account.

  • This session has been approved for four and one half (4.5) Basic, Advanced or Emeritus hours in the Certified Municipal Official Program. 2.5 of the 4.5 approved hours meet core curriculum requirements. If you have already taken the core courses that are offered at this training, duplicate core hours WILL NOT be awarded. Any municipal employee may register, but only elected officials will be awarded credit hours in the CMO Program.

  • Make your plans to attend one of the four locations: Montgomery, Alabaster, Priceville or Loxley and hear from the League's legal staff on important topics which include elective core curriculum topics and earn credit hours required to become a Certified Municipal Official.To learn more about ALM's Certified Municipal Official Program visit http://www.alalm.org/cmo-program.html.   • Session descriptions:

  • Dealing with Meeting Disruptions: Keeping your Council out of Court and Off YouTube – A council meeting should be orderly so that the council can conduct municipal business. Inconsiderate behavior or anxious participation can severely disrupt a meeting, create a hostile environment and prevent proper issue resolution. This session provides concrete examples of inappropriate meeting behavior and suggest ways presiding officers can help keep meetings on track.

  • Annexation and De-annexation of Municipal Property – Municipalities have the power to expand their corporate limits to bring new territory into the municipality. This session discusses the laws and procedures that municipal officials must be aware of when they consider whether to extend the municipal corporate limits.

  • The Open Meetings Act – United States Supreme Court Justice Louis D. Brandeis once stated that, “Sunlight is said to be the best of disinfectants.” In that spirit, Alabama law requires municipal officials to comply with the Alabama Open Meetings Act (OMA) when meeting so that members of the public can observe their elected and appointed officials as they conduct public business. This session provides a detailed overview of the OMA to help you comply with this complex law.

  • Zoning in Alabama – One of the most frequently questioned areas of municipal operation involves zoning. This session reviews the laws and procedures you must know when zoning, planning or rezoning your municipality.

  • Cancellation Policy: Full refunds of the registration fee will be made if the registrant cancels 15 or more days prior to the meeting for which he or she is registered. If registrant cancels 10 to 15 days prior to the meeting, a refund of $93.75 will be made. No partial refunds will be made for cancellations made less than ten (10) days prior to the meeting except for approved medical reasons. Substitutes will be allowed. The League reserves the right to cancel any session for which 30 or fewer participants are registered. Registrants for any cancelled session will be assigned to another session at the location of their choice or the registration fee will be refunded at the choice of the registrant.

  • The League reserves the right to refuse continued access to League sponsored events and activities, including training and credit, to any attendee, guest, vendor or sponsor at any League meeting who violates the League's anti-harassment policy.
