Deterrence theorists and practitioners have struggled with the relationship between nuclear and conventional weapons since the beginning of the nuclear era. The emergence and rapid proliferation of high-precision long-range conventional missiles has generated new challenges to deterrence, as well as reshaped old ones, raising a number of questions.
