Conducting business with the government requires strict compliance with the rules and regulations governing ethical business conduct and interaction with the government.  Unfortunately, these rules and regulations can be confusing and are not always clear simply from reviewing the terms of the contract or subcontract.  This especially is true in the area of what is prohibited with respect to providing things of value to those connected with government business.  Moreover, contractors often have an affirmative obligation to have policies and procedures in place for the detection and reporting of certain violations.  Failure to comply with these rules and regulations can result in serious consequences, including, but not limited to suspension, debarment, fines, and/or civil and criminal penalties.
