Education: The New Federalism

On January 20th, a new President was sworn into office. President Trump and his administration bring with them new staff and new perspectives on policy – especially regarding the place of the federal government in driving, monitoring, and enforcing accountability for federal law. Among his first actions in office was the banning of new regulations and a 60-day hold on the implementation of any recent final regulations that had not yet gone into effect. Agencies have also been encouraged to delay implementation of regulations and guidance further in order to evaluate their core basis in policy and law. Furthermore, Congress is working to make it easier for the legislative branch to undo or nullify existing regulations wholesale.
What does this mean? Some of the regulations and guidance issued by the Obama administration – on which grantees have modeled their programs – will be eliminated, but other policy documents may remain or be modified by the incoming administration. Are you ready for these changes? You don’t want to go into this upcoming school year without the most up-to-date information! Prominent policymakers have indicated that they expect to see States and districts – rather than the U.S. Department of Education – taking on a larger role in ensuring that federal programs are carried out properly. Agency staff must be ready for these potential changes!
Further adding to the uncertainty is the fact that appropriations have not yet been finalized for the current fiscal year – and may not be settled until late this spring. This will come at the same time that Congress is discussing whether to shift the burden of sequestration cuts in the coming years from Defense spending to non-Defense sectors like education.

Pre-Session Registration:
This year we are offering optional concurrent pre-sessions: “Preparing for the Future Under ESSA” and “Breakfast with EDGAR”. All pre-session attendees will receive a copy of Brustein & Manasevit’s “The Administrator’s Handbook on EDGAR, 3rd Edition.” Therefore, on-site registration is limited.

PowerPoint Presentations
All attendees will have access to electronic versions of the majority of PowerPoint presentations, appendices, and resources through a secure website prior to and during the Forum. If you want to obtain a booklet including paper copies of available PowerPoint presentations, you MUST select that option when registering. We will NOT provide hard copies of the booklet UNLESS it is specifically requested on the registration form.
CPE Credits
Brustein & Manasevit, PLLC is an approved Continuing Professional Education (CPE) sponsor by the National Association of State Board of Accountancy (NASBA). All professionals wishing to obtain CPE credit can obtain up to fourteen (14) Specialized Knowledge-Technical CPE credits for attending our Group-Live 2017 Spring Forum. All attendees who attend either of the optional pre-sessions will have an opportunity to receive up to three (3) additional Specialized Knowledge-Technical CPE credits. There is no additional charge to receive CPE credits, however, all attendees must complete all of the requirements that are listed on the NASBA letter which will be available upon registration check-in.
This Forum is for those of all levels and experience within your organization; therefore, the Program Level is ‘Overview.’ There are no pre-requisites or advanced preparation required to attend and the material presented is provided on-site.
Learning Objectives:
Brustein & Manasevit is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education (CPE) on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit.
