California Redevelopment Law Reform:  Causes and Consequences

October 28 ASPA-ULV Event 

 

The Southern California Chapter of the American Society for Public Administration and the College of Business and Public Administration of the University of La Verne invite you to a moderated panel discussion on the causes and consequences of the recently enacted state legislative reforms which will have major financial and economic consequences for state and local governments in California. The laws abolish local redevelopment agencies and establish an alternate form of redevelopment agency required to remit to the state about 40 percent of revenues.  About 400 redevelopment agencies will remit a total of $1.7 billion in the first fiscal year and about $400 million per year subsequently to help offset the state budget deficit.  The panel will also discuss the court challenge filed by the League of California Cities and the California Redevelopment Association.  The California Supreme Court has delayed implementation of most of the reform measures, pending its ruling by January 15, 2012, the deadline for the first agency payments to the state.

    • Steve Shea, Senate Pro-Tem Darrell Steinberg's budget advisor who played a key role in advancing the Legislature's redevelopment reform measures,and
    • Marianne O'Malley, Legislative Analyst's Office (invited), which examined the costs and benefits of redevelopment and published briefs supporting the reforms
  • Local Impacts:
    • Lisa Brandl, Manager Director for Riverside Economic Development Agency
    •  Kathy Rosenow, Managing Partner of RSG community development firm
  • Legal Issues & Outcomes:
    • T. Brent Hawkins, Esq., general counsel for the California Redevelopment Association (CRA), and
    • Jennifer Rockwell, Esq., Chief Counsel, California Department of Finance

ASPA and ULV intend the moderated panel discussion to focus on near- and long-term impacts of the reforms, the underlying conditions which spurred those reforms and the issues at stake in the court challenge to the reforms. 

Among the issues we anticipate will be explored include:

  • What have been the impacts on economic and housing development of California redevelopment agencies? Can these gains be quantified or measured?
  • What  in redevelopment agencies? Did redevelopment divert resources from essential public services?
  • What will be the consequences of the alternate form of redevelopment agencies? Will they prove vialbe in accomplishing the intended purpose?
  • What issues are being contested in the legal challenge to the legislative reforms? What are among the likely outcomes of the California Supreme Court review? Could the results of that review be subject to follow-up legislative or intiative action?
  • What are the major political and legal obstacles for resolving the impasse over redevelopment reform?
