Ms. Lehman has more than 39 years of diverse, increasingly responsible, multi-disciplinary experience in transportation and facilities. She had held leadership positions in both the public and private sectors with expertise in economic development; quality assurance; highway, transportation, and facility planning, environmental assessment, design, management and construction monitoring; as well as emergency management, operations and maintenance.

She has served as Principal-in-Charge, Project Executive, Program and Project Manager, and Project Engineer on more than 700 projects which required everything from scoping, planning, environmental studies, preparation of plans, specifications, and estimates, construction management and operations and maintenance; ranging in size from $10,000 to $3.9 billion. Clients have included local, state and federal agencies, as well as commercial, industrial, utility and non-profit clients. Her strength has been in the area of complex element coordination; well-developed project communications, government and community relations; and fast track implementation on complex projects. She has successfully led alternative delivery projects such as Design Build, Best Value, and PPP.

She has successfully served as a Chief Executive, Chief Operating Officer, and Project Executive both in the public and private sectors; including both publicly traded and privately held firms. She has been responsible for Business Development and Profit/Loss centers. Ms. Lehman has a passion for leading organizational change.
