Head Start and Early Head Start Training in Metro Washington, DC

 

Start the New Year with a resolution to ensure that your Head Start or Early Head Start program is fiscally fit.  The Office of Head Start has long been concerned with fiscal management, and, as part of the transition to five-year grant cycles, OHS has placed special emphasis on sound fiscal management.  Because of recent concerns over audit quality, OHS has been paying extra attention to fiscal management, and fiscal monitoring is still a key component of the new aligned monitoring system.  The recent implementation of the OMB Super Circular for Head Start and Early Head Start programs has also brought additional attention to fiscal management.  In short, strong fiscal management is more critical than ever for Head Start and Early Head Start.  Programs that want to avoid findings, possible recompetition, and costly disallowances must ensure that they are and remain fiscally fit.

This special conference is dedicated to ensuring that Head Start and Early Head Start programs achieve and maintain fiscal fitness.  Over the course of two days, the conference will explore Head Start and Early Head Start fiscal management issues in detail, including:

  • Common Head Start and Early Head Start fiscal management findings;
  • Fiscal monitoring under the new Head Start aligned monitoring system;
  • Procurement and inventory management;
  • Issues with match and program income;
  • Changes to required internal control standards under COSO and the Green Book;
  • Prevention of fraud, waste, and abuse, in Head Start and Early Head Start programs;
  • Implementation of the new OMB Super Circular and the impact of the Super Circular on Head Start and Early Head Start;
  • Audit oversight issues and Single Audit Act audits under the OMB Super Circular; and,
  • Recent real-world examples of fiscal management issues and how they were (and should have been) addressed.

The institute will discuss these topics and more to provide attendees with the critical information about Head Start and Early Head Start fiscal management needed to get and stay fiscally fit.  There will also be extensive opportunities for attendees to ask questions about Head Start and Early Head Start fiscal management issues.

OUTCOMES AND OBJECTIVES

Participants in this special two-day institute will gain the knowledge needed to comply with Head Start and Early Head Start fiscal management requirements.  Institute attendees will:

  • Gain a better understanding of the most common fiscal management issues, and how to avoid these problem areas;
  • Understand the relationship between fiscal management issues and the transition to five-year grant cycles;
  • Learn about the changes to Head Start and Early Head Start fiscal monitoring under the new, aligned monitoring system and what reviews will be looking to find;
  • Understand the effect of the implementation of the OMB Super Circular to Head Start and Early Head Start, including changes to the audit standards;
  • Understand changes to the internal control standards applicable to Head Start and Early Head Start and how to design controls to prevent fraud and waste; and,
  • Know how to respond to potential fiscal management issues.

This unique Head Start Fiscal Fitness Institute will benefit Executive Directors, Fiscal Officers, Head Start and Early Head Start Directors, Governing Board and Policy Council members, Procurement or Contracting Officers, and fiscal and program staff.

REGISTRATION AND PRICING

Registration opportunities available for this institute are limited.  Early Bird registration for the Head Start Fiscal Fitness Institute is just $375 per person through February 13, 2015.  Regular registration starting February 14, 2015, is just $399 per person. Cancellations before February 14, 2015, are subject to a $25 administrative fee, and all cancellations on or after February 23, 2015 (but before March 5, 2015), are subject to a $125 administrative fee.  Refunds will not be issued for cancellations on or after March 5, 2015.  In lieu of cancellation, registrants may substitute another participant from his or her organization at no charge.  Please note that the conference registration fee does not include lodging or transportation; conference participants are responsible for making their own hotel and transportation reservations. However, a special room rate has been negotiated for the conference hotel. 

Given the limited number of spaces available, at the door registration will not be available for this conference.  You must register in advance.  Please bring your event "ticket" or registration confirmation with you to speed your on-site conference check-in on the morning of March 19, 2015.  Conference check-in will begin at 8:00 A.M.  The morning session will start promptly at 8:30 A.M.

ABOUT THE SPEAKER

R. Brian Tipton is a practicing attorney with more than a decade's experience working with nonprofits and grant-funded organizations across the United States.  Currently, Brian is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm's charitable solutions practice.  He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  Brian regularly represents grant-funded entities (including Community Action Agencies and Head Start programs) in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits.
