The People’s Republic of China’s (PRC) increased interest in the Arctic has been an important development in the region in recent years, prompting Congress to mandate a study of PRC investments and the implications for US national security. Arctic affairs have been further complicated in recent weeks by Russia’s invasion of Ukraine, which led other Arctic states to suspend their participation in the Arctic Council, currently chaired by Russia. What are PRC aims and activities in the Arctic? How can the United States and its partners cooperate to promote economic growth in the region while safeguarding security? And how will the unfolding crisis in Europe affect these issues?

Please join us for a discussion of PRC economic activity in the Arctic, and the implications and opportunities for the United States and Europe. We will be joined by Ambassador Michael Mann, European Union Ambassador at Large for the Arctic; Mark Rosen, Senior Vice President and General Counsel of CNA; and Heidi Holz, a Senior Research Scientist in CNA’s China Studies Program. Cornell Overfield, an analyst in CNA’s Strategy and Policy Analysis Program, will moderate.

The CNA National Security Seminar series is an initiative to bring together thought leaders from across the U.S. government, academic and research institutions, the private sector, and U.S. partner nations to share their expertise, facilitate discussions, and contribute to an on-going dialogue about critical national security issues. CNA is uniquely positioned to examine the range of these issues through the Center for Naval Analyses, which supports the Department of Defense, and the Institute for Public Research, which supports homeland security, public safety, and emergency operations at all levels of government.
