The Economic Value of Teacher Quality
For decades, education research has emphasized the impact that receiving quality education has on life course outcomes. This focus was not driven by a belief in the lack of quality of education, but rather by a lack of adequate metrics to evaluate educational quality. As we have improved our measure of outcomes, however, we have found that many historical views about education quality- ones that have driven policy- are simply wrong. This is most evident when we turn to consideration of how to define and measure teacher quality.
The ability to reliably measure a teacher's contribution inevitably leads to the question: how do we use the ability to measure teacher quality to guide policies that encourage the retention of good teachers, good principals and good district leaders?
