City of Chicago's Storage Tank Program and

New UST Regulation Update

With Special Guest Speaker:

Dr. Raul Valdivia, Chief Engineer

City of Chicago Department of Public Health

The A&WMA Lake Michigan States Section and the Union League Club Environmental Committee are pleased to invite you to join us to hear Dr. Raul Valdivia speak at the September 19th Environmental Breakfast providing an update on the City of Chicago's Storage Tank Program and New UST Regulation.

The City Of Chicago has been delegated authority from the Office of the State Fire Marshal (OSFM) to enforce the Underground Storage Tank (UST) rules and regulations within the City limits since 1992.  Dr. Valdivia  will talk briefly regarding the City of Chicago’s Storage Tank program and the revised UST regulatory changes to meet the October 13, 2018 deadline requirements.

Dr. Raul Valdivia is a Chief Engineer at the City of Chicago Department of Public Health. He received a B.S. degree in Mining Engineering from the University of San Cristobal de Huamanga, Peru, a M.S. in Earth Science from Northeastern Illinois University, Chicago, and a PhD in Environmental Engineering from Kennedy Western University, Wyoming. Dr. Valdivia is the direct responsible for permitting, inspection, and enforcement of all aboveground and underground storage tanks within the City of Chicago for over 27 years. He manages the conduction of site investigation, remedial design and soil/groundwater remediation projects. In addition, he supervises and responds to emergency hazardous incidents and citizen’ complaints regarding leaking USTs within the city. He provides training sessions to environmental engineers, inspectors and technicians.

His researches involve hydrogeologic and geotechnical considerations of siting sanitary landfills in NE Illinois, the impact of acid rain on aquatic life, research on estimation of leak detection time and leak rate from underground storage tanks, and best management practices for reduction of groundwater contamination from storm water runoff infiltration.
