First Session: Making Flood Mitigation Assistance Work for Your Community

Chip Bartlett, Chris Hilbert, and Ryan Cox are Community Development and Mitigation Project Managers for Holland Consulting Planners, Inc.  They have 40+ years of experience managing Community Development Block Grant projects and Hazard Mitigation Assistance Grants, such as the Hazard Mitigation Grant Program and Flood Mitigation Assistance, for counties and municipalities throughout Eastern North Carolina.

This session includes:

Flood Mitigation Assistance (FMA) is an annual program designed to mitigate structures in the Special Flood Hazard Area (SFHA).  The presenters have extensive experience with FMA and will lay out a strategic guide to develop a strong application.  Some of the topics they will be discussing are: Prioritization, Target Areas, the Relationship between FMA and CAMA, Budgets and Benefit/Cost Analysis, and Local Government Applications for Homeowners.

Second Session

Presenter:

• Ms. Amanda Ohlensehlen

Amanda Ohlensehlen has been the Community & Economic Development Manager for the City of New Bern since May 2018. Her work focuses on managing the City’s Community Development Block Grant (CDBG) Program, working with the New Bern Redevelopment Commission and carrying out the City’s economic and workforce development goals. 

This session includes:

• Ms. Ohlensehlen will present on the City of New Bern’s Resiliency and Hazard Mitigation Plan.  Through a replicable Resiliency and Hazard Mitigation Plan, the City of New Bern seeks to incorporate critical mitigation, resilience, sustainability and accessibility building measures into long-term recovery plans and efforts. The development of a City-wide strategy to increase community resilience will be accomplished through an engaged stakeholder process that will help the city, the private sector, civic and government partners, and citizens understand their City’s capacities, strengths, weaknesses, and risks in a comprehensive way. The Plan should pay specific attention to: 
  • Reaching underserved populations, ensure representation and participation from socially vulnerable populations, and address their needs and risks.
  • Innovative and implementable solutions that increase flood resilience in both the short and long term for historic structures.
  • Use of green and hybrid infrastructure solutions whenever possible.
  • Innovative and implementable solutions that increase structural and economic resilience in historic main street and commercial areas.
  • Reducing the City’s reliance on Federal funding following future disasters.
  • Required land use changes to improve resiliency.
  • Coordination within and beyond the corporate limits of New Bern to build sustainable working relationships with Craven County and relevant regional and state agencies.

 The goal is to build community capacity to prepare for, withstand, recover, and “build back better” after hazard events to help New Bern maintain its unique cultural identity, by protecting its environmental and historical assets. The Plan will seek to minimize future disruptions and provide the basis for economic continuity by addressing vulnerabilities.
