Engineering Community Resilience Through New School Designs

Resilience Planning at Local Levels – Necessity for Considering Dependencies 

The Beaverton School District is executing a $680 millon bond program approved by voters in May 2014. The District sponsored a community-wide effort to translate the concepts of the Oregon Resilience Plan into forward-thinking design critera, which exceed code requirements for new school buildings. The seven new schools Beaverton is building will achieve seismic Risk Category IV for the structural components and they also contain features to support serving as temporary community shelters after a disaster. This presentation will provide an overview of the School District's $680 million Bond program, discuss the motivations for the resilience work, criteria selected, and cost impacts.

About the Presenter: Richard L. Steinbrugge, P.E. - Beaverton School District
Richard L. Steinbrugge, P.E., is currently the Executive Administrator for Facilities for the Beaverton School District in Beaverton, Oregon, which is the third largest and fastest growing K-12 school district in the state with 40,000 students and 52 schools. He led the development and is responsible for the execution of the District’s $680 million capital bond program.

Mr. Steinbrugge previously served as a Navy Civil Engineer Corps Officer, retiring as a Captain in 1998. During his Navy career, he led large organizations with major facilities construction and maintenance responsibilities; he was Deputy Director of the U.S. Navy's environmental protection program in the Pentagon, and served as the United States representative to a NATO environmental compliance special working group.

Mr. Steinbrugge holds BS and MS degrees in civil engineering from Oregon State University, is a distinguished graduate of the Naval War College, a graduate of the Penn State Executive Management Program, and is a registered civil and environmental engineer.
