Kent Kohlhase, PE is the Engineering Manager for the Project Management and Engineering (PM&E) Department of the MOA. Over the past two years, Kent has also served as PM&E’s Engineering and Design Manager, and Acting Municipal Engineer, working with professionals on municipal road design and related projects. Prior to accepting the Engineering Manager position, he was the Private Development Manager for the Municipality, providing plan review and construction oversight for private development projects, including subdivision infrastructure and commercial developments. He worked closely with developers and their consulting engineers to ensure projects were designed and constructed in accordance with MOA codes and standards. Before joining the Municipality, he spent 20 years at the U.S. Forest Service, and the last six years leading the Engineering, Facilities, Aviation, Fire and Fleet staff at the Chugach National Forest. Kent attended UAF and has been a registered Civil Engineer since 1998.

Stephanie Mormilo, PE serves as a MOA Traffic Engineer. She is a lifelong Alaskan and graduated from UAA with a B.S. in Civil Engineering. Stephanie received her professional civil engineering license in 2008, and has spent the length of her career working as a transportation and traffic engineer. She has been involved in all aspects of project development, including: preliminary engineering; environmental analysis; utility and Right-of-Way impacts; traffic impact studies; noise analysis; design (e.g. demolition, drainage, signing and striping, signalization, etc.); and construction coordination. In her current role, Stephanie manages the Traffic Engineering Department, which includes the Safety, Signals and Data sections. The MOA Traffic Engineering Department promotes and ensures safe and efficient transportation by maintaining operations of our traffic control devices.
