An Overview of the Factors and Processes to Increase Organization Safety Culture 

The National Center for Rural Road Safety (Safety Center) will be sponsoring a FREE, 1.5 hour online training event.  

This Safety Center sponsored webinar will provide an overview of NCHRP funded Domestic Scan 14-03 that examined the factors and processes that can support the success of developing a strong safety culture in transportation safety agencies.  (http://www.domesticscan.org/14-03-successful-approaches-for-the-development-of-an-organization-wide-safety-culture-in-transportation-agencies)

After the course, participants will have basic understanding of:

  • The definition and relevance of organization safety culture.
  • The factors that help an organization be ready to change its culture.
  • A process through which organization change can be supported.
  • An example of key insights gained from this scan about principles and strategies to change organization safety culture.

The course presenters include:

Professor Nicholas Ward, Director, Center for Health and Safety Culture and Professor of Mechanical and Industrial Engineering at Montana State University Bozeman

  • Nicholas Ward obtained his Ph.D. in Human Factors psychology from Queen's University (Canada). As a founding member of the National Summit for Rural Traffic Safety Culture and the Transportation Research Board Subcommittee on Roadway Safety Culture, he is a national leader in United States for the definition and advancement of traffic safety culture. He has developed methodologies to quantify the safety culture of organizations responsible for traffic safety and recently authored the traffic safety culture chapter for the national Toward Zero Death strategy and published a primer on traffic safety culture for traffic safety practitioners.

Rudy Malfabon, Director, Nevada Department of Transportation

  • Rudy Malfabon was appointed to the position of Director of the Nevada Department of Transportation (NDOT) in September 2012. He has worked over twenty-seven years for NDOT, starting his career in the field of construction. In his present position as NDOT Director, Rudy seeks to improve communication, coordination and improve customer service with local agency partners, elected officials, and the general public.  He oversees a department of over 1780 employees with an annual budget of $600 million. Rudy is a graduate civil engineer from the University of Nevada, Reno and is a registered professional engineer in the states of Nevada and Washington.

Mike Tooley, Director, Montana Department of Transportation

  • Mike Tooley was appointed to the position of Director of the Montana Department of Transportation (MDT) in 2012. As MDT Director, Mike also serves as a member of the board of directors for the American Association of State Highway and Transportation Officials (AASHTO) and also serves on AASHTO’s Standing Committee on Highway Traffic Safety. Prior to being appointed MDT Director, Mike was sworn in to the Montana Highway Patrol in 1984 and was appointed Chief of the Montana Highway Patrol in 2009. Mike holds a B.S. in Public Safety Administration from Grand Canyon University and was a member of Harvard University’s Senior Executives in State and Local Government Class of 2006. He is also a 2008 graduate of the FBI National Academy.

Mark Shelton, District Engineer, Missouri Department of Transportation

  • Mark Shelton is the District Engineer for MoDOT’s Southeast district. The district covers 25 counties in Southeast Missouri. Mark is responsible for all operations in the district including, maintenance, construction and traffic engineering. Mark also is the team leader for MoDOT’s statewide Safety Focus team, a multidisciplinary team charged with moving MoDOT forward with “keeping ourselves and our customers safe”. Mark has 30 years of experience with MoDOT in a variety of geographic locations within the state. Mark has a B.S. degree in civil engineering from the University of Missouri-Rolla and is a registered professional engineer in the state of Missouri.
