The Assessing Comprehension and Communication in English State to State (ACCESS) assessment is required to determine proficiency levels and progress of all English Learner (EL) students in speaking, listening, reading and writing, as required by the Every Student Succeeds Act (ESSA).

Test administrator training is required in order to administer the ACCESS 2.0.
ACCESS test administrators must be employed by a district.
