MAP-21, the Moving Ahead for Progress in the 21st Century Act (P.L. 112-141), was signed into law by President Obama on July 6, 2012. Funding surface transportation programs at over $105 billion for fiscal years (FY) 2013 and 2014, MAP-21 is the first long-term highway authorization enacted since 2005.

While MAP-21 is a milestone for the U.S. economy and the Nation’s surface transportation program, it has made changes to many of the programs that we in the transportation industry have known for so long. MAP-21 consolidates the number of Federal programs by two-thirds, from about 90 programs down to less than 30, to focus resources on key national goals and reduce duplicative programs. Come learn more about MAP-21 including how some of the programs of old are being affected by the Act, and get some insights into the future of MAP-21.
As part of the MAP-21 presentation, we will also hear the latest on how MAP-21 is affecting utility relocations with its broadened "Buy America" provisions. On hand to help field questions on Utility Agreements and Buy America will be Alice Ramsey with the Caltrans Legal Division.
Kiana Buss is a Legislative Representative with the California State Association of Counties. Her policy areas include housing, land use, transportation, climate change, and tribal gaming. She also staffs the County Engineer’s Association of California and works closely with all 58 county public works departments on state and federal legislative, administrative, and budget proposals.
Kiana completed her Master of Public Policy and Administration at CSU, Sacramento and attended CSU, Chico to earn her undergraduate degree in Political Science and International Relations. She is currently working towards a Certificate in Land Use and Planning from UC, Davis.
Kiana has experience working with Congress, both in Washington D.C. and in California district offices, the State Legislature, and California’s counties.
