As only one of four Administrative Law Certified Specialists in Ohio, Liggett has drafted legislation, administrative rules, and represented design professionals and construction contractors before the licensing agencies and in court, including in the Ohio Court of Claims and before the Ohio Supreme Court.

Attending college (Phi Beta Kappa, 1978) and law school in Washington, D.C., Liggett received his undergraduate and law degrees from The George Washington University, where he worked on Capitol Hill for Senator John Glenn. Know Ohio's Continuing Professional Development (CPD) Law:
For Ohio licensees, the Ohio State Board of Registration for Professional Engineers and Surveyors determines the acceptance of individual courses for CPD credit. The State Board of Registration does not pre-approve any courses nor course providers. However, EFO programs are designed to meet Ohio law and State Board of Registration rules. This program also meets CPD requirements in many other states. There are 6.0 CPD hours associated with this program. Professionals should only claim credit commensurate with the extent of their attendance in the program. Be sure to sign your attendance card so that your attendance may be verified in case you are audited by the State of Ohio.
