Please join us for a two-hour seminar on Mentor-Protégé programs and Joint Ventures. We will also have a photographer at the event to take professional headshot photos! Breakfast, networking, and photo sessions start at 7:30AM, the seminar starts at 8:30AM.

Monthly Seminar

The program will discuss the regulations and best practices applicable to the creation of a Joint Venture with a small business for the purpose of competing for small business set-aside contracts.

In this seminar, attendees will learn about:

  • The advantages and disadvantages of joint ventures from industry and government perspectives
  • The regulatory requirements for establishing small business joint ventures and the upcoming changes to these requirements
  • The documents necessary to substantiate a small business joint venture and the costs associated with same
  • The best practices associated with managing joint ventures and joint venture relationships with the customer

About the Presenter: Ms. Devon Hewitt, Partner at Protorae Law

Devon Hewitt has over 20 years’ experience in the field of government contracts, representing small, mid-tier and large government contractors. She advises clients on a wide range of government contracting issues including  FAR compliance; small business contracting programs; intellectual property and data rights; GSA Schedule; the Service Contract Act; noncompete, nonsolicitation and nondisclosure agreements; subcontracts and teaming arrangements; joint ventures; FOIA; due diligence and novations; contract claims; codes of ethics and business conduct; mandatory and voluntary disclosures; suspension and debarment; terminations; and government audits and investigations.

Ms. Hewitt has authored numerous publications and taught a variety of courses on government contracts. She has served as a guest speaker for seminars sponsored by the National Contract Management Association, the Professional Services Council, the Washington Metropolitan Corporate Counsel Association, the Government Technology & Services Coalition, the Public Contracts Section of the American Bar Association, the Society of Military Engineers and other industry groups. Ms. Hewitt authored a treatise on Small Business Contracting Programs, which was published by Thompson Reuters in two parts at the end of 2010.  In 2012, Aspatore Books published the 2012 edition of its popular “Inside the Minds” series for government contractors which included a chapter written by Ms. Hewitt.  Ms. Hewitt also is a columnist for Bloomberg BNA’s Federal Contracts Report and a frequent blogger on government contracts issues.

Ms. Hewitt is a member of the Board of the Small Emerging Contractors Advisory Forum (SECAF) and currently serves as Co-Chair of its Legislative and Regulatory Committee. Ms. Hewitt has been active in the government contracts bar, serving as a Council member for the ABA’s Public Contract Law Section, as Chair of the section’s Committee on Small Business, as an Editor of the section’s publication, The Procurement Lawyer, and as a Guest Editor of the Intellectual Property chapter of the section’s publication on Service and Supply Subcontract Flowdowns.
